Government Of India Issues Orders Prescribing Lock-down For Containment Of COVID-19 Epidemic In The Country Government of India (GOI) has been taking several proactive preventive and mitigating measures starting with progressive tightening of international travel, issue of advisories for the members of the public, setting up quarantine facilities, contact tracing of persons infected by the virus and various social distancing measures. Several advisories have been issued to States and Union Territories (UTs) for taking necessary measures to contain the spread of this virus. Government have temporarily suspended metro and rail services as well as domestic air traffic.In compliance of the said Order of NDMA, Ministry of Home Affairs (MHA) has issued an Order dated 24 March 2020 under Section 10(2)(l) of the Disaster Management Act, directing the Ministries/ Departments of Government of India, State/Union Territory Governments and State/ Union Territory Authorities to take effective measures for ensuring social distancing so as to prevent the spread of COVID-19 in the country. The Order shall remain in force, in all parts of the country, for a period of 21 days with effect from 25 March 2020. April 14, 2020
Direction To Exempt Distributors And Manufacturers Of Essential Commodities From COVID-19 Restrictions The Secretary, Ministry of Chemicals and Fertilizers, Department of Pharmaceuticals has addressed to all the Chief Secretaries of States/UT’s has requested to issue the following directions in their respective State:(1) COVID-19 has been declared as Pandemic by the WHO and Central/ State Govt have taken steps to control , mitigate and improve the situation in the country(2) Dept. of Pharmaceuticals has mandated to ensure availability, accessibility and affordability of Medicine and Drug. (3) Various States/UTs have given direction to close manufacturing operations and impose various restrictions to control the spread of COVID-19 . While all the establishments and factories engaged in manufacturing, and distribution of essential commodities like medicines, vaccines, sanitizers, masks, medical devices etc. shall be exempted from such restrictions. Labour Ministry Issues Advisory To All States And Union Territory To Use Cess Fund For Welfare Of Construction Workers In the backdrop of outbreak of COVID-19,numerous measures are being taken by the Government of India to give relief to workers.To support unorganized construction workers who sustain their livelihood on daily wages, an advisory has been issued today by Shri Santosh Kumar Gangwar, Union Minister of State, I/C, Labour and Employment to all Chief Ministers/ LGs of all the States/ Union Territory’s. In the advisory,under Section 60 of the Building and Other Construction Workers Act, 1996 all State Governments/ Union Territory’s have been advised to transfer funds in the account of construction workers through DBT mode from the cess fund collected by the Labour Welfare Boards under the BOCW cess Act. PM Interaction With Stakeholders From Industry Prime Minister Shri NarendraModi today interacted with industry representatives via video conference from ASSOCHAM, FICCI, CII and several local Chambers from eighteen cities across the country. Prime Minister thanked the industry representatives for speaking in one voice on the needs of the unorganized sector and said that this marks a new dawn of economic integration. He asked them to allow employees to work from home wherever doing so is feasible through using technology. Advisory From Secretary, Ministry Of Labour And Employment Not To Terminate The Employees Or Reduce Wages Secretary To Ministry Of Labour And Employment has requested all States and Union Territories Chief Secretaries to advise the employers of public and private establishments to not terminate the employees/worker or reduce their wages. If any employee/worker takes leave he should be deemed to be on duty without any consequential deduction in wages for this period. Further if the employment is made non operational due to COVID-19, the employees/workers of such unit will be deemed to be on duty. Extending The Last Date Of Filing Of Unified Annual Return In view of the spread of Novel Corona Virus, the last date of filing of Annual Returns for the year 2019 under 8 Acts and 10 Central Rules is extended up to 30th April 2020 and it is therefore requested by the Government to not take any legal action for non-filing of Annual Returns for the year 2019 against the establishments April 30, 2020
Press Release On Advice To EPFO Members To Avail Online Services Of EPFO On Account Of COVID-19 Employees’ Provident Fund Organization (EPFO) vide press release advises it members, pensioners and employers to avail various online services offered by EPFO, from the comfort of their homes, and to avoid visiting EPFO offices. Most of the services of EPFO are available online. An employee can generate his/her own Universal Account Number (UAN), activate his/her UAN and seed it with Aadhaar, PAN, Bank Account and mobile number (KYC seeding). Employee can also make nominations, view balance in the passbook, update his/her date of exit, transfer his/her account from unexempted to exempted establishment and vice-versa. Employees have been further empowered to raise claims online for Provident Fund advances or final withdrawal; pension or Insurance benefits (EDLI) and receive payment of PF/Pension/Insurance benefits directly in his/her bank account. Similarly, a pensioner can download his/her Pension Payment Order (PPO) or preserve it in Digi locker; know his PPO number with the help of his/her bank account number or UAN and view passbook. Pensioners can also update JeevanPraman (Digital Life Certificate) online any time of the year. Employers can register their establishments under EPF & MP Act, 1952 and obtain establishment ID; make payment of EPF and allied dues through RTGS/NEFT and submit Electronic Challan cum Return (ECR). Employers have also been facilitated to avail e-inspections of their establishments. In case employees, employers and pensioners have any grievance they can get them resolved online through EPFigms portal. Key Decisions Regarding Management And Containment Of COVID-19 The Ministry of Health and Family Welfare vide official press release dated 22nd March 2020, has in a review with Cabinet Secretary and the Principal Secretary to the Prime Minister reviewed the status, actions taken and preparedness regarding management and containment of COVID-19 in a high level with Chief Secretaries of States through a video conference. The key aspects of the release are: 1. State Governments will issue orders allowing only essential services to operate in districts with confirmed COVID-19 cases. 2. Establishments/factories engaged in manufacturing and distribution of essential commodities like medicines, vaccines, sanitizers, masks, medical devices, their ancillaries and support services etc., should be exempt from these restrictions. 3. States to request industries, establishments etc., to allow their employees to work from home and provide remuneration to them during this period. E-Commerce Operations To Be Exempted From Any Kind Of Prohibitory Orders Government Of India has notified to all states and union territories that in view of most of the states declaring Section 144 prohibitory orders and mandating closures in order to ensure social distancing. Extension Of Payment Of ESI Contribution For The Month Of February and March ESIC vide notification no p-11/14/Misc/1/2019-Rev has extended the ESI contribution for the month of February 2020 and March 2020 to 15th April 2020 and 15th May 2020 respectively on account of pandemic in the form of corona virus. Therefore time limit for payment of contribution has been extended to forty five days instead of fifteen days for the month of February and March 2020 only May 15, 2020

Ministry Of Corporate Affairs Notice On Covid-19 To All Employers Ministry of corporate affairs has moved the dates with reference to meetings of board and holding physical meetings towards financial statement, board report, restructuring etc. upto 30th June 2020 as preventive measure towards curtailing COVID-19. The Ministry has also advised all companies to implement Work From Home policy as a temporary measure till 31st March 2020. Ministry will go live with a CAR-2020 portal on 23rd March to all employers to submit compliance report June 30, 2020
Government Of India Advisory To All Employers On Termination Of Employees Due To Covid-19 Ministry of Labour and Employment Government of India has advised the Employers of Public/Private Establishments not to terminate/reduce wages of employees, particularly casual or contractual workers. Announcement Of Lock-down In The State Of Andhra Pradesh To Stop The Spread Of COVID-19 The Government of Andhra Pradesh hereby notifies a lockdown in the whole State of Andhra Pradesh with immediate effect till 31st March, 2020 . No public transport including inter-state transport services shall be permitted. The exception will include transport of all kinds to and fro from hospitals, airports & railway stations etc. ii. All non-essential commercial shops shall be shut down. iii. All non-essential offices, factories, workshops, go-downs etc. if operated should do so with skeletal staff. iv. All foreign returnees are directed to remain under strict home quarantine for a period of 14 days or as advocated by local Health Authorities (Collectors to monitor and update on online portal). v. Police will ensure Beat Vigilance System regarding all foreign returnees across the state. For this, police should take help of MahilaSamrakshnaKaryadarshi (mahila police). vi. General public are required to stay at home and come out only for basic services while strictly following social distancing (2m distance between individuals) guidelines issued earlier. vii. Any congregation of more than 10 persons is prohibited in public places. viii. A 100 bedded Quarantine / Isolation facility should be established at each assembly constituency level. ix. Each district headquarters shall have 200-300 bed Tertiary Care Treatment facility dedicated for COVID-19 treatment in coordination with private sector. x. Collectors will maintain strict vigilance on essential commodities and medicines. Clear advertisements regarding rates & stocking in this regard shall be communicated and any violation by individuals/establishments shall be dealt strictly under relevant provisions of the IPC. Farmers and individuals involved in production of food grains/essential commodities will be allowed to take up their activities by maintaining social distancing norms. Advisory From Labour Commissioner Of Assam To Not Terminate Employees Or Reduce Wages In View Of COVID-19 Pandemic The Labour Commissioner of Assam has issued advisory in view of outbreak of COVID-19. In view of the same and consistent efforts of the government requesting citizens to remain at home and worker/employee will be constrained to abstain from the work periodically. Noting that employer may dispense with the services of the worker or may force the worker or employees to go on leave without wages/salaries. The termination of employee from the job or reduction in wages in this scenario would further deepen the crisis and will not only weaken the financial condition of employee but also hamper the efforts to combat the present crisis. Hence in the backdrop of such challenging situation all the employers of public/private establishments are being advised to extend their coordination and not to terminate any employee including casual or contractual worker from the job or reduce their wages. Announcement Of Lock-down Of Non Essential Services In Whole State Of Assam To Stop The Spread Of COVID-19 Government of Assam vide notification no. BDM – 47 /2019 /Pt-I/89 has issued directions to stop the spread of COVID-19 in the State of Assam. As per the notification, no public transport services including operations of commercial vehicles like Bus, Winger, travelers, taxis, auto-rickshaws and other small vehicle carrying passengers will be permitted. While all the private vehicles, Ambulances; vehicles of police, Armed forces and paramilitary forces; vehicles carrying essential commodities under Essential Commodities Act, 1955; vehicles engaged in postal services, and vehicles related to print and electronic media are exempted. It is further directed that all shops, commercial establishments , factories, workshops, godowns, brick kilins etc. shall close their operations. Announcement Of Lock-down Of National Capital Territory Of Delhi To Stop Spread Of COVID-19 Government of National Capital Territory of Delhi in exercise of its powers notifies a lock-down in the whole of territorial Jurisdiction of National Capital Territory of Delhi from 06:00 hrs on Monday, 23rd March 2020 to midnight of Tuesday 31st March 2020 which stipulates the restrictions given in the notification. Precautionary Measures To Prevent And Contain The Spread Of COVID-19 In Karnal, Haryana District Administration of Karnal, Haryana vide notification No. SPL-1/P.A, issued directions regarding containment measures that are to be taken to prevent and contain the spread of the COVID-19 disease till 31st March 2020. Announcement Of Restriction In The State Of Tamil Nadu To Stop The Spread Of COVID-19 In exercise of powers under the Epidemic Diseases Act, 1897, the Government of Tamil Nadu has already issued the Tamil Nadu COVID-19 Regulations, 2020 for the prevention and containment and prevention of the spread of COVID-19. Therefore, now, under section 2 of the Epidemic Disease Act, 1897 and regulations made thereof, it is hereby ordered that the following restrictions shall be imposed in the territorial jurisdiction of the State of Tamil Nadu from 18.00 hrs of 24.3.2020 to 06.00 hrs of 1.4.2020. People are required to stay at home and come out only for accessing basic and essential services and strictly follow social distancing norms detailed in this order and maintain a distance of 1 meter or 3 feet norm. Any congregation of more than 5 persons in public places is prohibited (District Collectors and Commissioner of Police, Chennai have to issue orders separately). All shops, commercial establishments, TASMAC shops, shall close their operations subject to the exceptions indicated in this order. Public transport services including operation of private buses, stage/contract carriages, State Transport Undertakings, Metro services, taxis, share-autos, auto-rickshaws and ride sharing services including air-conditioned bus services of State Transport Corporation and private operators will not be permitted. However, exempted categories indicated in this order will be permitted. All teachers and staff of all educational institutions shall work from home till 31.3.2020 except, where conduct of examinations/evaluation is required. This, however, will not apply to Tamil Nadu Dr. MGR Medical University, Medical Wing of Annamalai University, all (Government, Private, Self Finance, Deemed Universities) Medical, Dental and Nursing Colleges and these institutions will continue to function. As per the notification, the Employee/Workmen affected by the COVID-19 or who are suspected to be affected by COVID-19 and kept in isolation shall be provided with paid leave of 28 days by their Employer on submission of medical certificate at the time of re-joining the duties after fitness.
